People at my work are being targeted for termination to meet a metric.. is this legal?

At my job where I have been for the past 9 years things have been getting a little shady. I am a supervisor, so together with the management staff we all sit down with the rest of the supervisors and decide what floor associates review ratings are going to be. Recently, there has been a big push from our store manager that 10% of the associates being reviewed HAVE to be put on a performance improvement plan, where if they don’t improve to satisfy the store manager they are terminated in 60 days. At times when we review associates and everyone in that review cycle is performing at an acceptable level, our store manager says that we have to go back and rate the associates again because we are not meeting the required 10%. In one instance and associate that had no prior disciplinary documentation was targeted and our manager told her supervisor that he has a month to write her up and get all the documentation needed to place her on this pip so that we could be at that 10%
This has been going on for the past year and people are being terminated simply so we can meet this 10% metric…. Is this legal?
