    A couple of these, 10. in particular, are dicey to answer at best given their parameters. But the best answer possible is listed.

    If you’d like amplification of any of the answers, I’d be happy to provide it.

    The first one for instance, one could answer without knowledge really, as the other 3 choices all would logically help, not hinder the empire. But it is also the right choice because the empire was always bedeviled by economic issues. Mostly because the rich spent lavishly on Chinese and far eastern luxuries causing precious metals to flow out of the empire, permanently. So it constantly debased its currency trying to keep sufficient currency, even valueless currency, available to keep the empire’s internal economy rolling along. As that always failed, the empire was chronically reacting to one crisis after another.
